 Chen Han-Fu Award: Rules and Guidelines

Article 1. The Technical Committee on Control Theory (TCCT), Chinese Association of Automation, establishes the Chen Han-Fu Award (hereafter called the Award) to recognize and honor scholars who have made outstanding contributions to the field of control and systems sciences, aiming to inspire and stimulate innovative and original research, and to advance control and systems sciences in China.

Article 2. The Award is to be presented annually. The number of awardees is no more than one each year. The prize for each awardee is RMB ¥60,000.

Article 3. A nominee for the Award shall meet the following two criteria: (a) has made outstanding contributions to theory or applications in the field of control and systems sciences; (b) has made significant contributions to the development of control and systems sciences in China.

Article 4. A candidate must be nominated jointly by three to five (3~5) full professors, one of whom serves as the principal nominator and is responsible for submitting all the required materials on the candidate, as well as answering questions and requests by the Evaluation Committee during the award evaluation process. Self-nomination is not accepted.

Article 5. The Chair of the Evaluation Committee is appointed by the TCCT, and members are nominated by the Chair and approved by the TCCT. The Evaluation Committee consists of five to seven (5~7) members with a term of one year and has the right to nominate a candidate for the chair of the next term before the end of the current term. The secretariat of the Evaluation Committee will be located in the office of the TCCT and is managed by a deputy-secretary-general of the TCCT.

Article 6. The evaluation process consists of two stages: nomination and evaluation. Prior to the award year, the call for nomination of the Award is issued immediately after the establishment of the Evaluation Committee. Nominees are solicited within the subsequent three months. Requirements for the nomination materials are specified in the Nomination Form of the Award. The Evaluation Committee is responsible for issuing evaluation rules, evaluating the nominees, and recommending the final selection of awardees to the TCCT before the end of March of the award year.

Article 7. Members of the evaluation committee, as well as the director, deputy directors, and secretary-general of the TCCT, are not eligible for the Award during their tenures. Also, the lineal relatives, direct students or supervisors of the current Evaluation Committee members are not eligible for the Award.

Article 8. The Evaluation Committee for the subsequent year shall be formed within three months after the annual Chinese Control Conference. Each committee member is encouraged to nominate one or two candidate name(s) together with suggestions of potential principal nominator(s) within two months of the establishment of the Evaluation Committee. The secretariat then contacts the suggested principal nominator(s) to solicit nomination.

Article 9. After the first round of ranking, the Chair of the Evaluation Committee will decide whether a second round of ranking or voting is necessary. Each nomination package can be carried to the subsequent years automatically, if the nomination is not successful in the current year and if all of the nominators agree..

Article 10. Each year, the Evaluation Committee will select no more than one awardee and no more than one alternate. In the event when the awardee cannot receive or declines to accept the award, the alternate will be awarded.

Article 11. The Funding Committee of the Chen Han-Fu Award, affiliated with the TCCT, consists of one director, one to two (1~2) deputy directors, and a number of members; is responsible for raising and managing the fund, setting up and updating rules and guidelines for the Award, and makes decisions on the related issues.

Article 12. The certificate and prize money shall be conferred by the TCCT to the awardee, in a ceremony held during the Chinese Control Conference of the award year.

Article 13. The right to explain and modify the rules and guidelines for the Award is reserved by the Funding Committee of the Chen Han-Fu Award.
